The Space Law and Security Advisory (SLSA) is an international consulting firm dedicated to providing legal-strategic analysis and advisory services aimed at shaping resilient legal and security systems for the new space age.
We provide states with the strategic legal expertise needed to build robust and adaptive legal, regulatory, and institutional frameworks that anticipate and mitigate security risks emerging in the space domain. Our services go beyond legal interpretation to analyse and model how space activities interact with national security environments, defence planning, crisis stability, and escalation risks, and how law and policy can either reinforce resilience and national security, or become vectors of vulnerability.

Legal-strategic analysis
We provide decisive legal-strategic research at the critical intersection of law, security, and space. Our targeted research helps governments understand the security implications of space activities, and how laws interact with space activities, and other factors, including geopolitics, to shape the security environment. The primary aim of our research is to inform foresighted legal postures that mitigate security and strategic risks.
Risk modelling & scenario analysis
We model potential space security risks, escalation pathways, and competitive dynamics, using scenario analysis, war gaming methodologies, and systems thinking to anticipate how emerging technologies, doctrines, and legal choices shape crisis behaviour, conflict stability, and long-term strategic outcomes.
Security conscious Policy & regulatory design
We work with governments to transform their legal and regulatory frameworks into tools of national security, resilience, and strategic advantage in space. We draft and revise legal, regulatory, operational, and institutional frameworks so they are robust, adaptive, and aligned with international normative frameworks, national security objectives, and can strengthen resilience, reduce strategic vulnerabilities, and remain effective under conditions of uncertainty, competition, and crisis.

Our strategic focus

Resilience of Space Governance Systems
We stress-test and support the design and/or redesign of legal, regulatory, and institutional frameworks governing space to expose fragility, misalignment, and failure modes under competition, crisis, and technological change.
Space-Derived Data Governance
We work with governments to design legal and institutional frameworks governing ownership, access, sharing, and denial of space-derived data (EO, PNT, SSA, timing, weather). Our aim is to support governments to maintain sovereign interests, and mitigate intelligence exposure, alliance asymmetries, and escalation dynamics associated with strategic dependencies in commercial, civil, and military data ecosystems.


Conjunction, Grey Zone, and Hybrid threats
We provide research and expert legal advisory services to improve legal clarity on ambiguous space threats such as space debris, rendezvous and proximity operations, electronic warfare, and dual-purpose technologies. Our services include rigorous treaty interpretation and contribution towards norm shaping research and strategic engagements on defining credible attribution, liability, rules of the road, harmful interference, conflict thresholds, and response protocols.
Space Diplomacy
SLSA works with states to build positions that ensure their interests and perspectives are represented in multilateral space negotiations and governance forums. We monitor and analyse developments in UN forums, regional space coordination bodies, and major agreements and are well equipped to support national delegations, space agencies, and diplomats to craft positions, interpret treaty obligations, and participate in rulemaking processes. We bridge legal, diplomatic, and strategic perspectives, to contribute to the shaping of norms that promote collective security and trust building measures in outer space activities.
